CAPTAIN
MICHAIL MALLIAROS
Captain Malliaros began his career aboard chemical and crude oil tankers before rising to Marine Master and transitioning into influential shore-based leadership roles.
He has held key positions at Euronav—including General Manager in both Singapore and Hellas—and later served as Managing Director of Anglo-Eastern Ship Management Hellas. Today he leads his own maritime ventures focused on high-quality ship management and advisory services, driven by a people-centered, safety-focused approach. He is an active member of several respected industry organizations, including the Institute of Chartered Shipbrokers, Intertanko’s Hellenic Mediterranean Panel, and
HELMEPA.

CAPTAIN JUAN MALTEZ
Captain Juan Eduardo Maltez is an accomplished maritime professional with over twenty years of experience in the global maritime industry. He served as Executive Regional Director (Americas) for a prestigious global maritime consultancy firm, overseeing strategic operations and client relations across the region and was the General Director of the General Directorate of Seafarers (2019–2024) at the Panama Maritime Authority (PMA).
Throughout his distinguished career, Captain Maltez has combined extensive sea service of over twelve years on cargo and passenger vessels, attaining the rank of Captain (Unlimited Master Mariner) with leadership in international maritime affairs, consultancy, education, and policy development.
He has been recognized by several institutions for his contributions to maritime education and seafarer development, including honors from the Panama National Aero-Naval Service, the International Maritime University of Panama (UMIP), EURONAV, LAMMIS, and the Panamanian Association of Merchant Marine Officers (APOM). In 2019, he was also named “Maritime Professional of the Month” by HUB News Magazine.
Captain Maltez holds a Bachelor’s Degree in Nautical Sciences and Management with an emphasis in Maritime Transportation from Columbus University, and has completed advanced training programs in Germany, England, and the United States.

FERNANDO LAY
Fernando Lay is a Panamanian maritime professional with a Bachelor's in Economic Sciences from the University of Panama and active memberships in the Panama Maritime Chamber, Panamanian Freight Association, and IATA. With over four decades in international port operations, safety, security, and government affairs, he has built a distinguished track record in the cruise and shipping sectors.
From1978 to 2022, Fernando Lay worked at Norton Lilly International, where he held various positions from Boarding Officer to Senio Chief Supervisor. He also served as the primary liaison for Princess Cruises, Crystal Cruises, P&O Cruises, and NYK Cruises; where he was responsible for Senior Port Operations Management and Health, Safety & Security. Among some of his special assignments, he acted as the Main Point of Contact for major cruise lines, military government affairs, and attending foreign naval ships.
Fernando Lay also collaborated with JMSDF (Japan), US Navy (USS Iwo Jima) and USCG; and navies from Korea, Turkey, Canada, Norway, the Netherlands, and the United Kingdom for naval visits and government affairs.
Presently, Fernando Lay serves as a Port Maritime Consultant while overseeing his obligations as Director of Air Sea Express Cargo.
